Officials’ actions on unprogrammed funds presumed valid — Supreme Court justice

Public officials involved in the allocation and increase of unprogrammed funds cannot be held personally liable, as their actions carry the presumption of regularity, Supreme Court Associate Justice Rodil Zalameda said.
